Every pledged place, ranked by its Fab City Index.
A place with a measured cell has a number, and is ranked by it. A place with none has only a range, from 0 to its DIDO, and is ranked by how much open data exists for it. The two are kept in separate bands, because a number and a range cannot be put in one order. Missing data weighs every score down.
