The reference page for the two scales the index observes but never scores: the bioregion's ecological envelope and the planet's limits. Bioregion and Planet are read here, not aggregated. The page is rendered in a different visual register — italics, more whitespace, less data density — to make the operator/reviewer feel the shift away from interactive aggregation. These are the constraints the Community → City → Region rings have to live within.
Six of nine planetary boundaries — the Earth-system limits identified by science — are transgressed. Mediterranean biocapacity — what the basin's ecosystems can regenerate in a year — is in 18% overshoot. The matryoshka's three rings have to land inside this envelope. No score above is good enough if the envelope is breached.
Mediterranean bioregion
Watersheds, biocapacity, ecosystem services. The bioregion is defined ecologically, not administratively. Catalonia, Valencia, Murcia, Provence, the Balearic basin — they share a metabolic envelope. The region's score lives inside this.

Planet
Earth-system processes. Nine boundaries, six already transgressed. The planet is also Layer 7 — the top of the framework's full stack of scales, the space of global knowledge exchange — but as an aggregation target it is no surface at all. Read here, never accumulated.

The Fab City pledge is to relocate production by 2054. The pledge cannot be evaluated only at City or Region scope; the bioregional envelope and the planetary boundaries set the conditions under which any local score becomes meaningful.
