Where data enters the federation.
There are four ways to get a reading into the Index: connect a live feed (an API), drop a file, point a source at a webhook, or type it in by hand. Whichever route you take, the value lands in one of the twenty parts of city life the Index reads — a cell, set by its pillar and its scale. Every file you upload is read first and scored for how sure the tool is of each field. The confident ones commit on their own; the rest wait for a person to approve them in the review queue. For now this is a demonstration: the uploads and entries here are sample flows, and live operator accounts arrive with real data.

For indicators where no API exists — repair-café logs, council attendance, machine-hours, banjar (Balinese hamlet council) records. Manual entries always carry your signature and the timestamp of submission.
