Community-tier cells under sovereignty gating cannot reach the federation aggregator — the shared service that publishes to the network-wide index — until the authorities responsible for them grant approval. Approval is per publication, refreshed at least annually, revocable at any time. The Bali instance operationalises Tri Hita Karana — the three harmonies — as three concurrent sign-offs. The Foundation's role is to surface the gate, not to negotiate around it.
This gate is a design for adoption. The institutional handshakes with banjar adat (the customary hamlet council), desa adat (the customary village authority) and PHDI (the Hindu scholars' council) are the pre-FAB26 work — nothing on this page implies any of the three bodies has yet agreed to operate it.
