Publishing is an act, not a transaction.
Some readings belong to a community, not to the city or the Foundation. Those cells sit behind a sovereignty gate: a step where the community that owns the data has to approve its use before it can reach the shared service that publishes to the network-wide Index. Approval is given one publication at a time, renewed at least once a year, and can be withdrawn at any point.In Bali the gate follows Tri Hita Karana, the three harmonies, as three sign-offs that must all agree. The Foundation's job is to show the gate, not to find a way around it.
This gate is a design, not an agreement already in force. It only becomes real when banjar adat (the customary hamlet council), desa adat (the customary village authority) and PHDI (the Hindu scholars' council) choose to operate it. Nothing on this page means any of the three bodies has yet agreed.
